THE Under-Secretary of State for India presents his compliments to the Under- Secretary of State for Foreign Affairs, and, by direction of Viscount Morley, forwards herewith, for the information of the Secretary of State, copy of a telegram from the Viceroy, dated the 7th November, 1910, relative to the Burmah-Chineso frontier.

THE following telegram, dated the 3rd November, from His Majesty's consul at Tengyueh was repeated on the 4th instant by the Government of Burmah:---
"Information has reached me from private source of the appointment of Sub-Prefect Lung-Ling, as soon as relieved at his present post, to conduct an administrative expedition to Pien-ma. It is expected that he will start by the 1st December at the latest.

Burmah Government have requested consul to find out, if he can, size of escort by which Lung-Ling is likely to be accompanied. Mr. Rose, in a demi-official letter dated the 21st ultimo, gives his opinion that, at the earliest, there is practically no chance of troops from Tali-fa reaching frontier district until 1911; and he expresses his adherence to the views which he has already stated in his memorandum dated the 24th May, 1910. In view of rebellion around Yungning and Chungtien, a number of the Tali-fu troops are guarding Li-Kiang and the ferries over the Yang-tsze, and practically all troops have been withdrawn from Tengyueh, many of them being scattered over the district at places where it is expected that local disturbances will occur. Consul further remarks that the inference that no fuss will be made by the Chinese on the frontier may, in his opinion, be drawn conclusively from the fact of their willingness to disorganise their forces.
